Policy for Offset and Industrial Co-operation for the Security and Defence Industry


1. The Association has a positive attitude to compensation requirements pertaining to defence procurements that can lead to industrial co-operation. Swedish competitiveness can be enhanced, both by industrial co-operation with foreign contractors in Sweden as well as by a united approach from Swedish companies, authorities, and politicians on the export market.
2. The standpoint on industrial co-operation is based on the common well-being of all members. If any company should have a divergent fundamental outlook concerning industrial co-operation as a phenomenon, this should be pursued in and via other forums.
3. The standpoint on industrial co-operation is fundamental. Members are aware that there may be individual procurement situations in which this standpoint does not fully comply with the interests of a particular member company, but that a united approach is nevertheless of practical value.
4. The Association shall be proactive in ensuring that the signals emanating from Swedish authorities and politicians concerning valuation and performance of industrial cooperation shall display a consensus and be coordinated, and shall conform to the association’s fundamental standpoint. A united, positive attitude to industrial co-operation among all the parties concerned is a vital prerequisite for success.
5. The analysis shows that there may be contractor/customer countries with whom we consider industrial co-operation activities to be less meaningful, and consequently should be toned down. Such deviations from the associations fundamental standpoint on industrial co-operation should be submitted to the Swedish authorities, with a request for the matter to be resolved with the authorities of the country in question. This may be reflected in agreements with specific countries, for example in so-called abatement agreements. The countries in question shall be agreed on between FMV and the association after special evaluation.
6. The Association’s analysis clearly indicates that the determining factor for success is how we work with industrial co-operation at a national level. It is vital to create the best possible conditions as well as the following spheres of co-operation:
   - Between authorities working with responsibility for industrial co-operation, defence industry
     companies and the association
   - Between defence industry companies and within the association
   - Between Swedish and foreign authorities
